Problem is that the market for short-term bonds in other currencies is not as liquid so there’s no obvious alternative really.

This was inevitable as there is no escaping the Triffen Dilemma. I can't say I'd fancy any of the other fiat currencies to take the helm though, they all seem no better than USD. China wouldn't want it either as it would destroy their exports.
