Chinese infrastructure apparently impossible for foreigners to use. It is protocolization but of a highly centralized and permissioned form. Is this the equivalent of the medieval sea trade bans? India is half-ass trying to do this but fortunately lacks the state capacity to bootstrap Aadhar and UPO into a similarly closed-off system. https://open.substack.com/pub/gabriel965/p/under-the-dome
