I'm really not sure overwintering peppers is worth the effort yet. here is a chocolate habanero that took a very long time to restart, but it's catching up to my 1st year plants very quickly. neat how most of the plant definitely died but it's still holding on by one limb. yield will decide if I do this again.

Itβs worth it if you have super long seasons like San Diego or Arizona. They will turn into huge trees and live 4-7 years. Heavy compost tea and nitrogen like seaweed and fish emulsion and it will boom π₯

Giving it nitrogen will tell it to vegetate / grow :)
