My neighbor has landscapers (who use leafblowers) 3 times a week. Is that excessive or am I being a whiner?

I'm more curious about the landscapers coming by 3x/week than the leafblower. That kind of attention ain't cheap. I can picture a neighborhood in which the owner using a leaf blower that much (or daily) is normal.
