The easiest would be for the gov to offer opt in โ€œjailโ€ for these people and remove the part where they all have to commit crimes to wind up there

Jails are the new social homes. Great for all sides. You get to take care of societyโ€™s most vulnerable (left), be tough on crime (right), and spend money on prisons (capitalists)
