Inclusion Lists (IL)

TLDR

A way to better enforce censorship resistance. In the current design (EIP7547) the proposer specifies a list of txs (IL) that must be included in the next block. Validators see & attest to IL for the block to be valid. The next block builder must include these txs for their block to be valid

any idea why the validation requirement for at least one IL seen?

That's the property of this inclusion list mechanism (forward-based): for a block to be accepted, it must also include one inclusion list to be enforced for the next slot proposer.

Definitely, proposer can submit empty list if it wants

Presumably an empty list is allowed then?
