For regular peers it's totally fine – the bootstrap peers ideally need to be relatively fixed – if only so that times between updates and TTLs are not gapped large enough that there's multiple failed hits before a peer can find other peers

Yes, you can run in that configuration as a peer 😅 if you have a static IP assigned to it you can also run it to serve as a bootstrap node
