There is some serious political turmoil happening in Turkey right now with an election coming soon. The Mayor of Istanbul was jailed earlier this week as he has been a vocal critic of Erdogan and is (was?) a top contender this election season. In practice short selling can create downward pressure on securities, it's kind of like a way for speculators to bet against a market. Due to the political climate, and because investors typically like stability, the Turkish markets are likely to suffer from Erdogan's regime imprisoning a major political rival. So banning short selling helps slow the bleeding of the markets that will result from the significant political instability.
