That was one of my biggest concerns when AI started coming into vogue in 16/17

If gov always lags behind industry and reg is limited to fines less than the revenue generated, then gov will especially lag behind in an era of acceleration. 
Thus to honor nature, people and animals is not through gov or even through old companies - it is through new coordination where first to make break throughs gets to create baseline modus operandi
