Railgun live on Arbitrum for sends. They’re upgrading their system soon to lower gas fees for L1 deployment.

I think Tornado cash would still work actually, if you run your own frontend. There are a few sure IPFS deployments, but make sure to verify those. Alternatively, Railgun, Privacy pools, or check out http://web3privacy.info/
