Simplified version: Instead of being run by the L2 organization, the sequencer (which orders L2 transactions, creates L2 blocks, and posts them to L1) is actually operated by Ethereum L1 block builders @justindrake argues this is the most credibly neutral way to sequence L2 blocks

It means they use the L1 for sequencing rather than spinning up their own. How exactly it works, I have no idea
