Love this, pls design permissionless mechanism to implement.

The challenge here is to enforce this programmatically. I also thought that it would make sense to apply a different gas multiplier for rollup settlement if alt DAs are used. 

I would be curious if those concepts are objectively verifiable onchain within the settlement transaction.

Omg, is there any way to actually enforce this through blob pricing?
