A bit confused about the candidates for the "Compliance Administrator" and "Compliance Reserver Administrator" roles. IIUC, the reserve is essentially an on-call backup for the main Compliance Administrator, stepping in only when they're unavailable (likely a rare case)? Also, why aren't these roles being funded as part of the overall DUNA budget which is supposed to "fund the first year of operations", and has budget allocation for "Administrator fees"?

The way it was presented was that the admin & reserve admin are going to split the tasks (reviewing proposals for compliance, overseeing KYC, accounting, tax compliance etc), but the admin will be the one signing off on documentation if needed and the reserve would only do that if stepping in the role of admin vs reserve. Also regarding funding, at the bottom of the proposals it says "The $200,000 USDC allotted in Proposal 662 will be returned by The Foundation to the DAO's treasury upon the successful winding down of The Foundation." This will allow the payment stream to be setup by the DAO for admins, that way if the work is not performed the stream can be cancelled by the DAO via proposal.

In terms of funding -- that was my question as well to the Foundation but it was determined that it would be easier to have them send funds back to the DAO so this could be set up as a native stream.

In the original DUNA prop, the budget was 200k for one person. That seemed like a point of potential failure so it was split into two to make sure we were never without an admin. I wrote the original prop with Index -- the other props took the language from that. It's intended that these two positions will work together but there were considerations by the attorneys and accountants to structure it in a way most beneficial to the DAO. So yes, the Reserve would take over if the Compliance officer is unavailable but also they would be reviewing all props along with the compliance officer, providing their opinion, working with the compliance officer on all tasks. This potentially could also be a lonely job -- this gives the compliance officier someone to bounce ideas off of, especially in this first year when we are establishing something brand new and have to create the road ourselves.

the q about why these props are asking for funding is a great one. I didn't even consider this -- prop amnesia is too real
