I've been on both sides, and imho the biggest problem is that it doesn't give you any information. Same thing's my issue with Google style stupid riddles.
Just give me a person's GitHub and we will spend 1 hr talking about a codebase and I will know what type of dev they are.

The most likely way to limit open AI development is to control access to compute.
