Imagine companies had to put down a bond for some duration beyond when they store sensitive customer data, and they forfeit it if they leak it. Per item of sensitive data.

Is that true? It scales with how many customers you have, and with how much sensitive data you decide to store.

That said, I know some KYC regulations requires long term storing the documents used for verification, so it's kind of a non-starter without some reform of existing policies

another counter argument: it will make it hard for smaller companies to compete with big ones with a lot of free capital to lock in
