I don't know, but it seems it is not. I don't know how he did it, but I would be able to do this with a mix of many integrations of canva plus photomosh pro.

Then I could import this video to Photomosh pro and glitch it. Here is an example. I turned Color correction (saturation), edges and hue cycle on, and I got this glitch. I could have perfected it, but I am just producing it to show u how to do it. If I wanted to make it even more complex, I could take it from photomosh and put it on canva again to put more info and then photomosh again, ad infinitum (or up to the moment you are satisfied).
