Why do so many people not value moral character as the most important thing in leadership? How is it not obvious?

History shows moral character is not necessary for effectively leading people.

Yes in the short term, especially if it’s a small group of people being led. But imo it always comes with long term costs that either those people have to pay, or their children, or people outside of the group. And the costs could have been avoided. ie: cynical, short-termism for self interest
