Popular channels get a lot of spam and manual moderation is hard to scale and decentralize. 

Proposal: 

- Hosts can turn on a fee in settings
- Users must pay 100 warps before they can post
- If banned, user must pay the fee again before posting
- Fees go to hosts

i haven't encountered much spam in /vip bc it's a small/medium sized niche channel where everyone is well behaved ^-^ the current tool set is working for me so i wouldn't turn this on

could be interesting an experiment for high spam channels ¯\_(ツ)_/¯ tho i would worry the spam would just migrate to other places
