Hey @ravi isn’t the intent of round 4 “onchain builders” to focus on app builders?

optimism grants funding confusion comes down to:
- when optimism talks about "retro funding", they talk about the entire arc of retro grants they will do over the next N years
- readers think optimism is talking about specifically round 4, or at best, rounds 4-7. when really, optimism is talking about rounds 4-N
