Is it illegal to give away money to followers?

What if I said I would give 1 ETH to a randomly chosen follower this Friday? 

Screw it, let's do it. I'm gonna give someone 1 ETH on Friday.

Ok, this went a little crazy. Woke up to 1000+ notifications. 

I love hearing everyone’s story. The good and the bad. So many people doing good in the world and we all have our struggles. 

How should I decide or pick who to give the money to? 

I want it to be fair, and meaningful to someone.

You can select several directions and divide between them:
1. a person who is in need and his normal life or the life of another person associated with him depends on it
2. a person who wants to invest in the development of his project for the benefit of the community
3. a person who wants to invest in his own development and knowledge
4. a person who just wants to buy something cool for himself
