Crazy response tbh, the whole point of nouns (and zero voting etc) is to make the game accessible — owning a noun is just one of the many ways to have skin in the game

ya im oversimplifying things for effect but for the longest time we had the perception that "oh i dont have / cant afford a noun so why bother", and i think there is a similar misconception around passing proposals in that passing a prop is the starting point for action, which i dont think is true passing a prop is a means to get funds from the treasury -- that its, its not a stamp of approval or blessing or co-sign to go ahead yes, sometimes ideas are costly and funds are needed to fulfill your ambitions but there is very often a real way to start small and gain traction/progress which can help pass said prop thinking about it now, proposers are likely better off spending energy building the thing (even if tiny steps) vs crafting the perfect proposal pitch
