My reaction is that this sounds like consulting. imo a more nounish proposal would be some sort of bounty / competition for best alternative solutions. 

For example, double the reward, charge 5-10k to manage it, but open it up to competition across multiple parties instead of asking for a single research grant.

Yeah that makes sense. Maybe it’s just the framing (also I don’t have as deep context in general). If we’ve tried substantial bounties (assuming they were large enough and socialized) then yes, proposal makes sense then.

However, this is not consulting / it’s an audit proposal. Adding the competition step may not serve here  (how many crypto-economists are paying attention to prop house?)
