the subtitle of that video was generated with this app. you upload the video, it generates all sorts of subtitles, and you can choose the style of them. it’s a great app. a bit expensive imho (10 usd/mo) tho

IG has this as a built in feature and you can save the video to your camera roll. Swipe up on story, among music, link, all that stuff, is a captions option.
