it should be competitive to distribute value and help creators sustain loyal holders, attention

instead of racing to the bottom bribing users, incentivize devs

How about clanker take that fees and then donate it to the frames distribution.

This seems great. 

I think it could be interesting to go the other direction too: a frame dev allocating a portion of their revenue to a clanker (buy and burn or buy and lock).

It could actually go both ways at the same time.
