Yes, but IIRC those are for TRX transfers. Also, you get some free bandwidth & energy based on TRX staked. Either way, simplifying, people sending USDT on Tron over CEXs, which is the dominant usecase, do pay a $1-$3 withdrawal fee to the CEX. Given the average transfer is hundreds of dollars it's quite negligible
