This is deliberate (and genius). Nouns are drawn bottom layer first in the order: body, accessory, head, glasses. The accessory versions allow for a “clean” single body color without any pixels drawn on top (except for some heads which overlap). The body versions will always include a visible accessory (unless that accessory is a full body 😆). Try it for yourself: https://nouns.wtf/playground

that makes sense -- so the reason is to allow for a noun that seemingly has no accessory?
