i almost never get notified of a new follower i used to check out new profiles and meet people from that is that a setting i control or a wc notifications bug?

I assume it’s because most new people don’t have a spam label yet and start following people when they are new. I don’t think you get a notification unless that persona has a level 2 spam label so it’s more rare that established people follow you later.
