Is it illegal to give away money to followers?

What if I said I would give 1 ETH to a randomly chosen follower this Friday? 

Screw it, let's do it. I'm gonna give someone 1 ETH on Friday.

Why would it be illegal?? People say they are giving sol away on X everyday and in 8 years i never meet anyone who said they dropped their addy and got anything. I always thought they were farming engagement and tracking wallets.
