This is another thing Agustin foresaw and why ERC-5189 is designed the way it is It’s inevitable that block builders will be the ones executing AA txns. Txn fees are just another form of MEV. All of 4337s gas overhead becomes mute when this happens and this is why 5189 has zero gas overhead https://erc5189.io

What is happening here exactly? Someone is front-running the bundlers to be able to take the fee that the bundlers would ordinarily be charging?

Pretty much. Anyone can relay a 4337 txn and claim the fees
