Yes. Virtue is good because it’s decentralized self-control. The more virtuous the society, the more self-disciplined, the less need for centralized law enforcement, rules, and punishment in general.

Tech that doesn't build wealth can only mimic virtue, it will never be virtuous. Leaders that don't build wealth, for their followers, can not sustain leadership.
