a) This doesn’t give any funding to NYC or Chicago. NY is getting 1 Tech Hub for battery tech in Binghamton and 1 for semiconductors in Buffalo. IL is getting 1 for biotech in Urbana-Champaign.

b) WV is getting a grant for materials production. 

Grant is a stepping stone to Tech Hub, which are more developed.

but those states also have huge metropolitan city centers that attract some of the best opportunities in the world AND there’s states like WV that did not get awarded that have nothing, not even the city center
