it's good. I think it's right. Obviously we want governance based on outcomes, but the problem with governance based on outcomes is that it's difficult to measure outcomes. Or, another way to say this is that you need another governance system to govern the outcome measuring process, and how should that one work?

Yep the "Outcome" part of it is just the consensus mechanism for the voters. There are several systems that operate together to deliver the whole package. It's impressive that for just being introduced to the idea you already identified some of the things you need to account for.
