confounding factors abound. E.g. this could be due to mere selection effects (parents that care about education pick a charter school) or socioeconomic factors like the network that charter parents have access to.

do agree there should be more experimentation in education. But it's always important to be intellectually honest about the difference between P(x | y) and P(x | do(y))
