i was a teacher & have a M.Ed so i’m pro fantastic public schools. the problem is that’s not the case very often. parents have gone to jail trying to send their kids to better schools when their address falls outside the catchment area. that’s shocking. lower income households are most affected.

Devil's Advocate 🙋 They only reference 1 study at pro-charter and the other study reference was just about funding. Also Reason is a known libertarian publication so they'll want to skew things to discredit public education. 
US Parents need to perform due diligence for what's best for their kid; one doesn't fit all

do agree there should be more experimentation in education. But it's always important to be intellectually honest about the difference between P(x | y) and P(x | do(y))

confounding factors abound. E.g. this could be due to mere selection effects (parents that care about education pick a charter school) or socioeconomic factors like the network that charter parents have access to.
