Sure but I think by this point we know that the neutral theory of evolution is important to consider. It says that under evolutionary pressure, it will mostly be luck as to which (non-deleterious) mutations survive. So I think design >>>>>>>>> evolution. (Don't know if I have enough > there, esp given regulation risk)

Thats true but with new human organismagizations is it not just mutation but intelligent design and intelligent selective pressure? Multiple intentionally constructed combinations of potentially good-fit mechanisms competing for a market of discerning citizens is crypto landscape all random mutation + luck?
