I'm writing essentially a whitepaper I want something that is beautiful to read online both mobile and desktop, can be nicely formatted including adding images and graphics, doesn't have page breaks, can be downloaded and shared Essentially I want responsive pdf without page breaks

you could use LaTeX with the geometry package and set the paperheight to whatever you want. I haven't tried to render a single page doc before, but in theory it should work.

if you want it embedded in HTML, there are some packages that support TeX on a webpage, so should render ok. If you want it downloadable though, it sounds like you'll need something to paginate it when needed?
