People don’t want to see uninteresting replies and casts. Best way to solve for that is weight historical inbound engagement for a user, i.e. PageRank-like score for every user. Disproportionally hurts new accounts. Making it harder to get started.

My first thought too Give new accounts a positive ratio by default, and reduce it if the accounts don't get engagement

Algo boost for new accounts + craft a more engaging onboarding experience to push users to join channels and post in channels. Let each channels decide what is considered HQ and what isn't through community moderation. Weigh that into the algorithm of someone's "rank"
