If you're staking the ETH for skin in the game behavioral commitments, then in addition to incurred penalties, that ETH should also accumulate interest if those commitments are upheld (day/week streaks, timelock traunches, etc.). People will lose all the ETH they staked and still wonder whose fault it is.
