Why are certain blockchains the preferred rails for certain stables?

Ex: Tether+Tron, when other blockchain offer low(er) fees.

Maybe a bit broad, but what would you look for in an ideal Bitcoin L2.  What are the must haves, are we there technically?

AMMs and Curve governance drove last DeFi summer. I think synthetics and swaps drive this one. Yield from perps, carry, staking yield etc is going to drive the X% yield on crypto narrative.
