When it comes to actual deployment, strategies differ slightly. 

America would primarily target the nuclear weapons locations of enemy nations.

Russia and china would primarily target military installations and population centers.

I say slightly because I assume there would be mobile nuclear launchers near/in enemy cities.

That’s… something I would not weigh in on publicly. Because the mere suggestion of the viability of a first strike is dangerous as hell.
