$150k is output of personal cost risk assessment, especially when insurance companies are refusing to provide fire insurance to these homes. $150k/year to save what could be a $5M+ home, the energy and effort of getting displaced, having to move and find a new home, plus all memories that come with it.

They are definitely putting the highest cost estimates in the headline, but even then, it's not unreasonable. I am curious what the median price is. High construction labor costs are unavoidable in California, but if the bulk of it is permitting costs: that needs to be changed. If anything, the state should be paying you.
