a year must be 13 months If we have 13 months instead of 12, each month would be exactly 28 days, the 1st would always be Monday and the 28th would always be Sunday.

Absolutely not. Julian/ Gregorian (and Persian)calendars are the most precise ever developed. Julian is off by some hours, that’s why 1 day is added every 4 years. Gregorian and Persian are off by seconds per year. Would be a foolish retrocession to adopt any other.
