As in, for example, “he was a man of his time”? Or some other conception of time that has less to do with the prevailing value sets and norms?

Much more basic. You’re a citizen of a certain chapter of history like you are of a country. Except there is no foreign travel or emigration allowed by physics. “The past is a foreign country”
