Chicago Booth has done some interesting research on this topic. https://www.chicagobooth.edu/review/a-market-without-hft It is not always clear cut: even if an individual trader may gain marginally for an individual trade, the markets systematically might be get skewed.

Further, HFT and arbitrage is sometimes a failure of smart order routing: if the trader's order would have been routed better, there would not be money left on a table for HFT firms to pick up. If you trade on onchain markets, all the market information (on the chain itself) is visible and in theory any trader/protocol can always route trades in such a way that there is very little room for HFT firms to arbitrage/pick up.
