could an L2 (or L3) charge an exit penalty on assets being withdrawn thru the canonical bridge contract? or is the concept always subvertable by third party bridges ?

even if it was possible, I can't imagine people would continue to use such an extractive L2 (or L3) for very long.

A true rollup would allow forced inclusion back to L1 even if a sequencer was censoring, but I’m sure you could create a hybrid validium that essentially uses a honeypot contract or one way native bridge model to create this. You’re thinking of a new form of money game?

3rd party bridges often need to use the canonical bridge under the hood for liquidity, so can’t really subvert

third party bridges are usually just relayers either side no? So I feel like the answer is yes but in doing so you incentivize the above

they can. ideally, this is something made known to users prior to their initial entry.

Sure, you’d build this natively into the bridge contract.

i think the only difference b/w canonical and non-canonical bridges would be the ability to mint new native tokens on the L2, so will likely run into liquidity issues?

Carrots may work better than sticks. Figure out a way to incentivise people for leaving their assets on the chain.
