could an L2 (or L3) charge an exit penalty on assets being withdrawn thru the canonical bridge contract? or is the concept always subvertable by third party bridges ?

they can.

ideally, this is something made known to users prior to their initial entry.

also, third-parties are ultimately beholden to such rules, but they may have an opportunity to exploit a loophole in this case.

if the fees third-parties charge their users > singular penalty charged by the chain, then they'll be alright.

it'll be predatory of the chain if it made specific rules to prevent this.
