No, if it is decentralized to the very deepest layers. If infrastructure is decentralized enough - it means that even electricity production and distribution part becomes decentralized.

How? "Electric cooperatives" owned the infrastructure they built.

But today, blockchains with programmable sequencers can make any piece of infrastructure community owned and controlled.
