Change != destroy

It’s a key distinction 

One can change the network by introducing a new thing without owning any more it

Or change it in general, agreed. For example, hard fork upgrades. Who has the power to perform those?

Destruction is in general easier than improvement. Most things are publicly owned by this definition.
