Can ‘free speech’ be somewhat regulated. And if it’s the case can it still be called free?

Example: where I live you can do and say what you want unless it’s public hate against a group of people. That last part is a criminal offence.

Saying ‘I don’t like group X’ is ok 
But “shoot all group X” is a criminal offence.

It’s that sticky point of who defines what “hate” is

I think it would be the moment you say all the people of group x need to die and purposefully rally people to do/say the same.
