A little bit of circular reasoning maybe going on here simply due to the fact that you can't hide on-chain make that much more transparent and easier to track than banks. I would suspect that there would be an iceberg.

I think the reason it looks this way is that cryptocurrency is just way easier to study and track. Bank account usage would be nearly impossible to know since the end points are always going to be cash deposits/withdrawals

is this a volume graph, ie how many dollars were transacted, or a number of cases' graph, ie how many cases of terrorist financing were found in year 2023?

Yeah I’d love to know who’s getting grouped into the “terrorist” bucket. Last time they showed something similar it included anyone who had interacted with a particular exchange, which is pretty redacted imo
